Abstract
Dealing with the interaction between power facilities and animal protection interests in the planning, operation and post-management process is essentially to deal with the coordination of energy development, utilization and ecological environment protection. At this stage, many problems of separate protection of electric power facilities and animals can be solved through interpretation, amendment or new installation within the existing legal framework. However, when power facilities and animal protection are mutually harmful, perhaps the biggest challenge is the choice of principles and methods to deal with the harm. From the current legal provisions and practices of power facilities and animal protection practices to practice the main principle of prevention, the principle of diverse protection, the principle of minimizing risk, and as a guide to deal with power facilities and animal protection mutual nuisance methods, is not only the “double carbon” background to deal with new energy and ecological environment management, but also to solve the power facilities and animal protection mutual harm of the beneficial attempt.
