Abstract
The regulatory behavior norms for land reclamation are not only the basic normative guidance for deepening rural land system reform under the dimension of comprehensive promotion of rural revitalization, but also the necessary institutional carrier for confirming and reflecting on the community level of "environmental governance" behavior related to "natural resource supervision" involved in land governance behavior in this micro field. Based on the theoretical paradigm of "collaborative governance", an attempt can be made to construct a cooperative model in the field of land reclamation supervision that is more in line with the modernization of Chinese style agriculture and rural areas.
