Abstract
In the current context of negative population growth, it is of great significance to improve the fertility rate and population structure through birth support policies. This article analyzes and evaluates the effectiveness of the comprehensive three-child policy and its fertility support system in ten urban communities across the country. The results found that the coverage of maternity subsidies is narrow and the level of treatment is limited; the coverage of maternity insurance needs to be further expanded; there are difficulties in implementing maternity leave and parental leave systems; it is difficult to meet the demand for childcare services, and housing support policies for families with multiple children need to be improved. Based on the research findings, relevant policy recommendations are proposed to further improve the fertility support policy.
