Abstract
"People first" is the governing ideology of the Communist Party of China and the historical experience of a century-long struggle. It represents the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The concept of "Put the people first" contains rich theoretical connotations. Regarding the proposition of "people first" itself, it encompasses not only the historical view that the people are the subject and creators of history but also the value that social progress takes human progress and development as the highest goal. In different historical periods, the CPC faced distinct primary tasks, and correspondingly, the interpretation of the concept of "people first" varied. During the period of democratic revolution, the proposition of "people first" was imbued with the revolutionary goal of relying on the people to achieve national independence and liberation. During the period of socialist revolution and construction, the proposition of "people first" means running the country by the people. In the new era of reform and opening up, it is embedded in the development requirements for the people to achieve a rich life. In the new era, with the core leadership of Xi Jinping, the CPC Central Committee focuses on realizing the people's aspirations for a better life, metaphorically portraying the people as the foundation of the nation, the landscape, parents, and teachers. This vividly illustrates the epochal connotations of the "people first" concept, emphasizing the primacy of the people, power, interests, wisdom, and standards.
