The Practice Path of Local Government's Rural Revitalization StrategyResearch on Provincial Policy Texts based on Grounded Theory

Rural revitalization strategy is a necessary way to solve the problem of unbalanced and insufficient development in China and to meet the growing needs of the people for a better life. Based on the analysis of the national provincial rural revitalization policy text, this paper explores the practical paths of implementing rural revitalization strategies by provincial governments in China. The results show that there are commonalities in the ideas and strategies chosen by provincial governments to implement rural revitalization strategies. By improving relevant systems, a long-term and stable institutional foundation for rural revitalization is constructed, and both emphasize the integration of resources to achieve integration development, encourage multiple subjects to jointly participate in rural revitalization, focus on the connection between rural revitalization and poverty eradication work, the supply of basic public services and the support of financial services. And digital enablement promotes the effective implementation of rural revitalization strategy.
