Abstract
Key-type NGO is an important part of Community-level governance system. This study takes NGOs Service Center in C District of Beijing as an example, to explore the innovative practice and logical construction of Key-type NGOs surpassing structural autonomy with strategic autonomy and establishing a balanced social system characterized by symbiotic and symmetric dependence. The core of C organization's diversified strategy lies in its close connection with the society through organizational cultivation, empowering grass-roots, business collaboration, technological support, etc., especially seeking to establish a partnership with state-owned enterprises. Through the above methods, C organization partially changed the previous relationship dominated by government power advantages, became an intermediary between the government, society and market, and simultaneously formed the balance among the three. In the future, it is necessary to set up the party’s Key-type NGOs, with the support form relevant government departments, and build the professional NGO system and socio-economic system with Chinese characteristics.
