“Hostile Risk” of “Going Out” of China’s Nuclear Power: Multidimensional Logic and Governance Path

Abstract
The “going out” of nuclear power will inevitably lead to all kinds of hostile risks which are allergic, discriminatory, repulsive and destructive to China’s nuclear power. The nuclear allergy under the anchoring effect, the anti-nuclear protest triggered by the nuclear neighborhood complex, the nuclear rejection caused by the relative deprivation, and the nuclear double standard under labeling theory’s perspective are the multiple theoretical logics of the hostile risk. Establishing an international full-time research team to enhance people’s trust and acceptance of nuclear power is the premise and foundation for the successful landing of nuclear power. Improving the discourse power and competitiveness of Chinese standards in the international nuclear power market is a key measure to break through the western technical barriers and dispel the western “nuclear double standard” thinking. Promoting global nuclear safety governance and striving to build a nuclear safety Community of Shared Future for Mankind are the fundamental ways to resolve “hostile risks”.
