The Treatment Principle of Mutual Interference Between Power Facilities and Wildlife Protection under the Background of “Double Carbon”

  • Dealing with the mutual influence and mutual interference between power facilities and wildlife protection interests in the process of planning, operation and post-management is essentially a problem of coordinating the development, utilization and ecological environmental protection of energy. At this stage, many issues related to the separate protection of electric power facilities and wild animals can be resolved within the existing legal framework through the interpretation, amendment or new establishment of the provisions. However, when there is a mutual obstacle to power facilities and wildlife protection, the biggest challenge might be the choice of principles and methods to deal with the nuisance. From the current legal provisions and practices of power facilities and wildlife protection, the principle of prevention, the principle of diversified and diverse protection and the principle of minimizing risks are condensed, and the suggestions for dealing with the mutual harm between power facilities and wildlife protection are put forward under the guidance of this guide, which is not only a reflection on the treatment of new energy and ecological environment governance in the context of “double carbon”, but also a useful attempt to solve the mutual obstruction of power facilities and wildlife protection.
