Organizational Innovation in Non-linear Public Crisis Governance

  • The characteristics of public crisis that the mankind faces, from the static occurrence in agricultural society to the linear occurrence in industrial society to the dynamic non-linear occurrence in Post-industrial society, indicates that the mankind society has entered the risk society. The governance of non-linear public crisis are faced with bottlenecks whether it is simply relying on the government bureaucracy or the multi-governance organizational model since the end of the last century. Organizational innovation is an important guarantee for non-linear public crisis management. In the process of dealing with non-linear public crisis, it is necessary to improve the organizational efficiency in the aspects of organizational speed, organizational breadth, organizational precision and organizational integration. The organizational innovation strategy of non-linear public crisis governance includes innovation of organizational type, innovation of organizational function, innovation of organizational structure, innovation of internal governance subject, innovation of governance subject cooperation, organizational process innovation, application of advanced technology to enhance organizational effectiveness and enhancement of crisis leadership.
