Study on the Factors Affecting the Effectiveness of Government Purchased Service Projects

  • This paper aims to analyze the influencing factors on the effectiveness of service projects purchased by the Chinese government. The key conditional variables include service project attribute, guarantee strength, degree of competitiveness and process management. With the fuzzy set qualitative comparative analysis, this paper measures and tests the influencing factors of 20 typical cases of government purchased services. The study found that competition in the purchase process, the strength of capital guarantee and the on-the-spot supervision are the necessary conditions to improve the effectiveness of government purchased service projects. The results of combination cause analysis further confirm the above point of view. Competition, capital guarantee and different combination forms of process management all significantly affect the performance of purchased service projects. It is worth noting that, compared with the purchased service projects acting on things, the improvement of service project performance acting on people has higher requirements for process management.
