Capacity Improvement and Optimizing Configuration of Resources for China's Comprehensive Transportation Hub

Abstract
In view of the main factors that restrict the capacity improvement of urban comprehensive transport hub in China, this paper takes Beijing passenger transport hub as an example to study how to optimize the allocation of transport resources to maximize the capacity of transport hub. Based on the analytic hierarchy process (AHP) and system theory, the station hub, inner city traffic and regional traffic (intercity traffic) in the framework of urban comprehensive hub are divided into core layer, middle layer and peripheral layer respectively. This paper analyzes the optimal allocation of transportation resources not only at each level but also among the three levels from micro, Meso and macro perspectives. The conclusion is that from the view of the closed system, the capacity of urban comprehensive transportation hub depends on the resource allocation of core layer and the access of urban transportation, while the capacity of urban comprehensive transportation hub depends on the inter-city traffic accessibility. Therefore, it is not only necessary for the main bodies of transportation and the main bodies of operation to establish a market-based interest community and an integrated operation mechanism based on information, but also necessary for the main bodies of cities to form a strategic alliance on the basis of sustainable development. Therefore, at this stage, urban management departments should not only straighten out the interest relations and the sharing of rights and responsibilities among the interest subjects at the core level, but also coordinate the relations of stakeholders at the periphery level, and take this as the starting point of research to formulate the related policy measure.
