The Expansion of Local Legislative Power under Rule of Law Facing Governance Modernization: Focus on Granting the Power to Create the Types of Administrative Punishments

Facing the modernization of governance, local legislation creates new types of administrative penalties to improve governance efficiency, but such creations have also been questioned in their legitimacy.
