Practice and Enlightenment of Power Demand-side Management in Major Developed Countries

  • Power demand-side management (DSM) refer to the power consumption management activity, which is mainly carried out by the power department through administrative, economic and technical measures to influence consumers' electricity consumption behavior. Demand side management can be divided into two aspects: Demand Response (DR) and energy efficiency management. Chinese DSM is still in the primary development stage due to the lag of development time. So it is of great significance to learn from the experience of major developed countries to promote DSM in China. This paper introduces DSM in the US, UK, Germany from the perspectives of DSM development motivation, policy, legal system, demand response mode and energy efficiency management measures. On the basis of reference to the development experience of foreign developed countries, China should first accelerate the reform of the electricity market and improve the DSM related legal system. Second, it should increase support for energy efficiency management and actively innovate the DSM business operation model.
