Abstract
As a strategic and emerging industry in ecological civilization development, electric energy substitution has the characteristics of public goods. It is difficult for a simple market price mechanism to reasonably compensate for costs, making the market price higher than traditional energy. This leads to insufficient investment in the market for electric energy substitution projects, which needs to be vigorously promoted by government policies in the early stage of development. Based on the research and analysis of 125 electric energy substitution policy texts issued at the national and local levels, this paper sorts out the basic characteristics, implementation effects and current problems of the existing electric energy substitution policies, and puts forward the consideration of future policy development.
