Abstract
The reform of rural homestead system is an important field of rural land system reform. It has a realistic practical foundation and urgent reform demands, and it is in urgent need for theories' support, legal protection and practice. The difficulties of the homestead's out of use and paid exit presented in Yicheng's operation of homestead system and the pilot reform reflect the common problems of the rural homestead in the country. The consequent risks of extensive use of land resources and weakening of villagers' self-government democratic management the in-depth study of the reform of the homestead system. After a brief review of domestic and foreign research on the reform of rural housing system, based on the reform practice of rural homestead in Yicheng City, it is important to investigate the problems of homestead's out of use, over-occupying homesteads, and poor exit of homesteads in Yicheng. The villagers' self-government democratic management implements the corresponding countermeasures when it is difficult to solve problems.
