The Difficulties and Solutions of Rural Homestead System ReformBased on the Reform Practice of Yicheng City

  • The reform of rural homestead system is an important field of rural land system reform. It has a realistic practical foundation and urgent reform demands, and it is in urgent need for theories' support, legal protection and practice. The difficulties of the homestead's out of use and paid exit presented in Yicheng's operation of homestead system and the pilot reform reflect the common problems of the rural homestead in the country. The consequent risks of extensive use of land resources and weakening of villagers' self-government democratic management the in-depth study of the reform of the homestead system. After a brief review of domestic and foreign research on the reform of rural housing system, based on the reform practice of rural homestead in Yicheng City, it is important to investigate the problems of homestead's out of use, over-occupying homesteads, and poor exit of homesteads in Yicheng. The villagers' self-government democratic management implements the corresponding countermeasures when it is difficult to solve problems. On the basis of examining the advanced experience of the pilot areas, China's current rural homestead land area standards should be compatible with the current rural economic and social development, and the establishment of an intermediate file to adjust the size of the homestead; and the implementation of the overall land use planning as a program, the implementation of "multi-regulation 1. "Management of homesteads; at the same time, the new urbanization pilots and the reform of rural homestead estates should be organically combined to promote the construction of rural gathering points, promote the voluntary withdrawal of homesteads, and protect the families in different forms.
