Abstract
Optimizing the business environment serves as a crucial foundation and focal point for stimulating market vitality, addressing uncertainties, and further deepening comprehensive reforms. Guided by the World Bank's B-Ready assessment framework, this study analyzes the motivations, content, and evolving trends behind the changes in the World Bank's B-Ready assessment framework, identifying its latest evaluation priorities. In order to provide China with useful insights, it takes three representative economies: Singapore, New Zealand, and Hong Kong SAR, China, and summarizes their experiences in creating business environments. Then, the study reviews China's main achievements in business environment construction, structural changes in market entities, and existing gaps in performance. Moving forward, it is recommended to promote the evolution of the business environment toward an "open economic access order" by focusing on areas such as government procurement, tax business environment, legalized business environment, as well as regional differentiation and coordination strategies.
