Study on the Full-Cycle Mechanism for the Selection, Training, Management, and Deployment of Cadres Assigned to Universities for Targeted Assistance

  • Targeted assistance by universities serves as a key mechanism for comprehensively advancing the rural revitalization strategy and achieving cross-regional collaborative governance. The officials seconded by universities act as pivotal bridge-builders, connecting the institutions' diverse resources with grassroots governance settings. The quality of this team's development directly impacts the ultimate effectiveness of targeted assistance efforts. Currently, routine management of these seconded officials remains largely confined within the closed frameworks of individual organizations. In practice, there are widespread challenges such as poor coordination between selection and training, and insufficient integration of management and practical application. These issues not only create bottlenecks in cross-boundary collaboration but also hinder the effective mobilization and sustained implementation of universities' intellectual advantages. Accordingly, this paper adopts the theory of cross-boundary collaborative governance as an analytical framework to thoroughly dissect the internal logic and core requirements for building the team of university-dispatched officials. It systematically establishes a closed-loop mechanism and implementation pathway covering the entire process of selection, training, management, and deployment. The study argues that the core objective should be to address bottlenecks in cross-sectoral collaboration. By establishing a two-way, multidimensional selection system, customized practical training programs, a full-cycle dynamic evaluation and incentive mechanism, and long-term pathways for the reuse of capabilities, systematic institutional support should be provided for these "boundary-crossers." This study moves beyond the inward-looking perspective of traditional university personnel management. It not only offers practical pathways for breaking down institutional barriers to cross-domain assistance and transforming the strengths of university Party building and ideological and political education into local governance effectiveness, but also provides theoretical references for deepening reforms in university cadre and personnel systems and expanding the boundaries of interdisciplinary research in organizational behavior in the new era.
