项目属性和过程管理对政府购买服务项目绩效的影响基于20个案例的模糊集定性比较分析

Study on the Factors Affecting the Effectiveness of Government Purchased Service Projects

  • 摘要: 本文旨在对中国政府购买服务项目成效的影响因素进行分析,从政府购买服务项目属性、竞争性程度及过程管理的理论视角提炼关键性的条件变量,并通过模糊集定性比较分析方法对20个政府购买服务的典型案例进行影响因素测量检验。研究发现,购买过程中的公开竞争性和实地督导等都是提升政府购买服务项目成效的必要条件。组合原因分析的结果进一步确证上述观点,公开竞争性、实地督导和实地绩效评价等条件的不同组合形式都显著地影响了购买服务项目的绩效。值得注意的是,相对于作用于物的购买服务项目而言,作用于人的服务项目绩效提升对实地督导等过程管理的严密度有着更高的要求。

     

    Abstract: This paper aims to analyze the influencing factors on the effectiveness of service projects purchased by the Chinese government. The key conditional variables include service project attribute, guarantee strength, degree of competitiveness and process management. With the fuzzy set qualitative comparative analysis, this paper measures and tests the influencing factors of 20 typical cases of government purchased services. The study found that competition in the purchase process, the strength of capital guarantee and the on-the-spot supervision are the necessary conditions to improve the effectiveness of government purchased service projects. The results of combination cause analysis further confirm the above point of view. Competition, capital guarantee and different combination forms of process management all significantly affect the performance of purchased service projects. It is worth noting that, compared with the purchased service projects acting on things, the improvement of service project performance acting on people has higher requirements for process management.
