Abstract: Rumors and every major epidemic in human society always follow each other. The development of network technology has also promoted the spread of rumors and formed a network of rumors centered around the epidemic. The development of online rumors can easily cause social panic, disrupt the market, and cause crimes, which will affect social stability. As the responsible subject of major epidemic events, the government’s choice of rumor-breaking behavior, timing, channels, and content are crucial to rumor-stopping. It is also the reponsiblity of the government to maintian social order and defeat epidemic.
