可再生能源战略下的哈萨克斯坦立法与国际合作

Legislation and International Cooperation of Kazakhstan under Renewable Energy Strategy

  • 摘要: 为了摆脱日益严重的气候问题,哈萨克斯坦政府积极推进可再生能源发展战略,建立并完善了以《支持可再生能源利用法》为核心,包括其他相关国内立法与相关国际法在内的可再生能源法律体系,使可再生能源领域的宏观调控制度和政策环境不断得以优化。目前,哈萨克斯坦大力开拓可再生能源国际合作,不仅加入了国际可再生能源署,而且在一些重大可再生能源项目上获得国际金融机构的贷款支持。我国在与哈萨克斯坦对接“绿色丝绸之路”与“绿色桥梁”的过程中,应当重视并利用哈萨克斯坦的制度资源,积极深化可再生能源双边合作。

     

    Abstract: To deal with the growing climate problems, Kazakhstan government has promoted renewable energy development strategy actively, establishing and improving a renewable energy legal system with the Law on Supporting the Use of Renewable Energy Sources as the core. It includes other relevant domestic legislation and relevent international law, which has continuously optimized the macro-control system and policy environment in the field of renewable energy. Currently, Kazakhstan vigorously develops international cooperation in renewable energy. It not only joined International Renewable Energy Agency, but also obtained loan support from international financial institutions for some major renewable energy projects. In the process of connecting Green Silk Road and Green Bridge, China should pay attention to Institutional resources of Kazakhstan, and utilize it, deepening China- Kazakhstan Bilateral cooperation in renewable energy.
