基于区块链技术的绿色电力证书交易机制设计

Design of Green Power Certificate Trading Mechanism Based on Blockchain Technology

  • 摘要: 为缓解可再生能源缺口问题、促进绿色电力发展,作为可再生能源配额制配套政策的绿色电力证书交易应运而生。由于我国绿色电力证书市场尚处在初级阶段,市场交易还存在许多问题。本文从交易流程和交易模式两个方面分析我国绿证交易存在的问题,并简要分析区块链技术的一些重要特征。将绿证流通的全生命周期划分为核发、交易、核查三个环节,在每个环节引入区块链技术的某些特征以解决现存的问题,对绿证流通的全过程进行效率和安全性的优化。

     

    Abstract: In order to alleviate the problem of renewable energy gap and promote the development of green power, green power certificate transaction, as a supporting policy of renewable energy quota system, came into being. However, as China's green power certificate market is still in its infancy, there are still many problems in the market transaction. This paper analyzes the problems of green certificate trading in China from trading process and trading mode, and briefly analyzes some important characteristics of blockchain technology. The whole life cycle of green certificate circulation is divided into three links: issuance, transaction and verification. Some characteristics of blockchain technology are introduced into each link to solve the existing problems and optimize the efficiency and security of the whole process.
