“双碳”背景下我国光伏发电政策问题研究

Research on China’s photovoltaic power generation policy under the background of “double carbon”

  • 摘要: 习近平总书记提出“碳达峰”、“碳中和”的“双碳”目标,发展新能源对于促进“双碳”目标的实现具有推动性意义。光伏发电是新能源体系中的重要组成部分,国家能源监管部门出台相关政策积极推广光伏发电应用。将光伏发电政策问题分宏观、中观、微观三个层面,利用“能源不可能三角”模型,综合探讨新能源体系下光伏发电的相关政策,根据“能源不可能三角”中经济性、生态性和安全性之间存在兼容的可能性,凝练出综合调整原则、前瞻性原则、尊重客观规律原则和协调原则。提出在宏观、中观、微观三个层面的政策完善建议构想,以支撑清洁低碳、安全高效的能源体系建设,为光伏发电发展,为新能源高质量发展,助推“双碳”目标实现提供参考。

     

    Abstract: General Secretary Xi Jinping put forward the “double carbon” goal of “carbon peak” and “carbon neutrality”, and the development of new energy is of promoting significance to promote the realization of the “double carbon” goal. Photovoltaic power generation is an important part of the new energy system, and the national energy regulatory authorities have issued relevant policies to actively promote the application of photovoltaic power generation. The photovoltaic power generation policy issues are divided into macro, mesa and micro levels, and the “energy impossible triangle” model is used to comprehensively discuss the relevant policies of photovoltaic power generation under the new energy system. According to the possibility of compatibility between economy, ecology and safety in the “energy impossible triangle”, the principle of comprehensive adjustment, forward-looking principle, respect for objective laws and coordination principles are condensed, and the policy improvement proposals at the macro, mesa and micro levels are put forward, which effectively supports the construction of a clean, low-carbon, safe and efficient energy system, and provides a reference for the development of photovoltaic power generation, the high-quality development of photovoltaic power generation, the high-quality development of new energy, and the realization of the “double carbon” goal.
