考虑双碳目标的新型火力发电企业环境效率测度

Environmental Efficiency Measurements for New-Type Thermal Power Plants Considering Carbon Peak and Neutrality

  • 摘要: 我国提出了“双碳目标”以改善生态环境、实现可持续发展。火力发电行业无疑是促进节能减排的重要领域,有必要对其环境效率进行测度。从传统火力发电企业定义出发提出新型火力发电企业概念,构建考虑碳排放的环境效率评价体系,采用US-SBM模型和GML指数从静态和动态两角度对15家新型火力发电企业2017—2021年度环境效率进行评估。结果表明,新型火力发电行业环境效率处于较高水平但仍有一定的进步空间,以双碳目标的提出为节点,多数样本企业环境效率改善速度有所提升且其驱动力渐由技术效率转变为技术进步。

     

    Abstract: China has proposed "Carbon Peak and Neutrality" to improve the ecological environment and achieve sustainable development. The thermal power industry is undoubtedly an important area to promote energy saving and emission reduction, and it is necessary to measure its environmental efficiency. The concept of new-type thermal power enterprises is proposed from the definition of traditional thermal power enterprises, and an environmental efficiency evaluation system considering carbon emissions is constructed. The US-SBM model and GML index are used to evaluate the environmental efficiency of 15 new thermal power enterprises from static and dynamic perspectives from 2017 to 2021. The results show that the environmental efficiency of the new-type thermal power industry is at a high level but there is still some room for improvement, and with the introduction of "Carbon Peak and Neutrality" as the node, most of the sample enterprises have improved their environmental efficiency and their driving force has gradually changed from technical efficiency to technological progress.
