新能源并网全过程管理机制研究

Research on the Whole Process Management Mechanism of New Energy Grid Connection

  • 摘要: 当前我国新能源发展取得了较大突破,但新能源并网问题一直是阻碍新能源跨越式发展的重要因素。新能源并网问题在国家层面上是新能源消纳问题,在地区层面上是电网建设不足,而在项目层次上则是全过程管理不贯通。为提高新能源并网全过程管理水平,本文分析了新能源并网存在的问题,梳理出新能源并网全过程主要包括项目前期管理、项目建设、并网验收及运行、协同保障系统四部分,以此为基础构建了并网全过程评价指标体系,并使用层次分析法计算出具体的权重值,为新能源并网全过程管理提供机制保障。

     

    Abstract: At present, China's new energy development has made great breakthroughs, but new energy grid connection has always been an important factor hindering the leap-forward development of new energy. The problem of new energy grid connection is new energy consumption at the national level, the lack of power grid construction at the regional level, and the inconsistent management of the whole process at the project level. In order to improve the management level of the whole process of new energy grid connection, this article analyzes the problems of new energy grid connection, and sorts out the whole process of new energy grid connection mainly includes four parts: project early management, project construction, grid acceptance and operation, and collaborative guarantee system. On this basis, an evaluation index system for the whole process of grid connection has been constructed to provide a mechanism guarantee for the management of the whole process of new energy grid connection.
