我国学生参与大学内部治理的保障研究以教育部直属大学为例

Research on the Guarantee of Chinese Students’ Participation in University Internal GovernanceA Case Study of Universities Directly Under the Ministry of Education

  • 摘要: 近些年来我国一些大学开始探索学生参与内部治理活动,整体上看大学内部治理中的学生参与权实现,不管是理论准备抑或是具体实践都处于探索阶段。研究以教育部直属大学为对象,采用问卷和访谈,就学生参与大学内部治理的保障进行了实证分析。研究发现,我国学生参与大学内部治理的层次还很初级,造成学生参与不足的包括便捷性条件保障不够、构建参与机制不完善等多个方面。为提升我国大学内部治理能力和治理体系现代化水平,建议大学确立以学生为本的办学理念、完善现代大学制度、健全学生参与治理的途径、营造学生参与的民主氛围、加强信息公开保障等。

     

    Abstract: In recent years, some Chinese universities have begun to explore student participation in internal governance activities. On the whole, the realization of students’ participation rights in the internal governance of universities is in the exploratory stage either in theoretical preparation or specific practice. The research takes the universities directly under the Ministry of Education as the object, and uses questionnaires and interviews to conduct an empirical analysis on the guarantee of students’ participation in the internal governance of universities. The study found that the level of student participation in the internal governance of universities is still very rudimentary. The reasons for insufficient student participation include insufficient convenience conditions, insufficient provision of temporary participation opportunities, and imperfect construction of participation mechanisms. In order to improve the internal governance capability and modernization level of the governance system in universities, it is recommended that universities should establish a student-oriented school philosophy, improve the modern university system, improve the ways for students to participate in governance, create a democratic atmosphere for student participation, and strengthen the protection of information disclosure.
