高校专利成果转化评估指标体系研究

Research on Evaluation Index System of University Patent Achievement Transformation

  • 摘要: 科技成果转化是创新实施的最关键一环,专利许可是现阶段高校科研院所实施性最强的成果转化方式。以固体废物热裂解技术领域为例分析专利转化共性因素。从政策、技术、人才和市场四个维度构建高校专利成果转化评估指标,包含政策利好性、技术生命周期、技术领域专利许可、技术分类、市场接受度、专利权人地域和专利发明人的市场活跃度等7个指标。建议高校科研院所的科研管理或技术转移部门与图书馆或知识产权信息服务中心、技术专家合作,按技术领域分别梳理专利,利用专利成果转化评估指标进行专利评分,为专利转化的可行性和方向给出参考。

     

    Abstract: The transformation of scientific and technological achievements is the most important link in the implementation of innovation, and patent licensing is the most effective way of achievement transformation at present. Taking solid waste pyrolysis technology as an example, the common factors of patent conversion were analyzed. From the four dimensions of policy, technology, talent and market, this paper constructs the evaluation index of university patent achievement transformation, which includes policy favorability, technology life cycle, patent licensing in technology field, technology classification, market acceptance, patentee's region and patent inventor's market activity. It is suggested that the scientific research management or technology transfer departments of scientific research institutes in Colleges and universities should cooperate with libraries, intellectual property information service centers and technical experts, sort out Patents according to the technical fields, and use patent achievement transformation evaluation indicators to score patents, so as to provide reference for the feasibility and direction of patent transformation.
