Abstract: Cultural Development plays an important role in Universities’ development and functions. It is necessity for comprehensively improving education level and cultivating high-quality talents. This paper makes it clear that cultural development is essential to cultivating talents, leading the social culture and demonstrating State image. Based on the basic function of Universities and combining the features of Universities, we should full make use of the advantages of Universities, strengthen coordination, handle the conflicts in Universities" cultural development, further the cultural development of Universities, and improve education level and quality of talents.
