Introduction of Hydropower Technology in China and Early Hydropower Development

  • 摘要: 19世纪末20世纪初,新兴的水电技术传入中国。一批具有留美、德、日背景的电机工程专业人才在早期水电技术的引进、科普、水电工程的规划和营造中发挥了关键作用。这批专家回国后大部分在国民政府相关机构中任职,发展水电以推动国家工业现代化。国民政府于此和技术精英们并无二致。实业部拟定了中国第一个全国性水力开发方案;国防设计委员会为着手进行抗日战争的准备工作,进行了全国水力资源勘探,尤其重视西南地区。全面抗战爆发前,由于技术和资金等原因,国民政府的水电建设仅停留于规划层面,未有一座水电站建成,民间亦仅有数十座小型水电站建成,中国的水电事业发展缓慢。

     

    Abstract: At the end of the 19th century and the beginning of the 20th century, hydropower technology spread to China, which opened a difficult development course of the early hydropower industry. A group of electrical engineering professionals with overseas background had play a key role in the introduction of hydropower technology, the popularization of hydropower technology, and the planning and construction of hydropower projects. Most of these experts served in the water conservancy institutions of the Nanjing National Government with the intention of promoting the modernization of the country. There was no difference between the national government and the elite of hydroelectric technology. The Ministry of Industry had drawn up the first national hydraulic development plan in China's history; the National Defense Design Commission had stepped up the national exploration of hydraulic resources in preparation for the War of Resistance Against Japan, paying particular attention to the southwest, but the National Government had only stayed at the planning level and had not built any hydropower station. Before the outbreak of the All-round War of Resistance Against Japan, only dozens of small hydropower stations were built to generate electricity.
