Abstract:
Building on the national informatization development since the reform and opening-up and the AI governance practices in the new era, China has developed the original theoretical concept of "AI development should adhere to the principle of 'AI for Good'", which provides scientific guidance for improving the AI governance system. "AI for Good" embodies four jurisprudential dimensions that promote the continuous improvement of the AI governance system: ensuring the healthy development of AI, preventing social crises arising from AI development, balancing digital empowerment and digital governance, and reasonably addressing international challenges in AI development. The profound jurisprudence embedded in "AI for Good" interacts with the normative system of AI governance in the new era and guides its improvement. The transformation of the jurisprudence of "AI for Good" into AI governance norms should be approached from four aspects: establishing an inclusive and prudent AI technology innovation system, improving the social security mechanism for AI development, constructing a digital governance normative system adapted to the intelligent society, and strengthening the foreign-related legal safeguards for maintaining "AI for Good".
