Towards New Energy Justice: The Conceptual Reconstruction of Smart Grid Construction

  • 摘要: 西方能源正义理论源于环境正义与气候正义运动,以分配、承认、程序及恢复正义为核心,虽在揭示能源不公方面具有贡献,却内嵌人类中心主义、真理相对主义、狭隘个人主义与道德空想主义等哲学缺陷,导致转型效率低下、安全正义缺失的实践困境,体现出鲜明的西方中心主义,无法指导我国智能电网建设。立足中国式现代化实践与历史唯物主义立场,应构建新型能源正义理论框架。新框架以效率正义为物质基石,强调生产力发展对分配正义的实现条件与边界划定;以新分配正义为目标导向,将共同富裕锚定为价值归宿,以底线思维与国家统筹实现发展成果共享;以安全正义为底线保障,筑牢能源结构、技术设施与数据安全三重防线;以程序正义为法治方法,将能源转型纳入依法治国轨道。四维一体、辩证统一的新型能源正义,既是对西方理论的系统性超越,亦为智能电网建设提供了植根本土、面向人类共同挑战的理论指引。

     

    Abstract: Western energy justice theory originated from the environmental justice and climate justice movements, centering on distributive, recognition, procedural, and restorative justice. Although it has contributed to revealing energy inequities, it is embedded with philosophical flaws such as anthropocentrism, epistemic relativism, narrow individualism, and moral utopianism. These deficiencies lead to practical challenges including low transition efficiency, neglect of security justice, and a strong Western-centric bias, rendering it incapable of effectively guiding the development of smart grids in China. Rooted in the practice of Chinese-style modernization and the stance of historical materialism, a new energy justice framework should be reconstructed. This framework takes efficiency justice as its material foundation, emphasizing the role of productivity development in defining the conditions and boundaries of distributive justice. It adopts new distributive justice as its guiding goal, anchoring common prosperity as the ultimate value and achieving shared developmental outcomes through baseline assurance and national coordination. It regards security justice as a fundamental safeguard, encompassing the three dimensions of energy structure, technical infrastructure, and data security. It employs procedural justice as a rule-of-law method, integrating the energy transition into the railway of law-based governance. This four-dimensional, dialectically unified new energy justice not only systematically transcends Western theories but also provides a China-rooted theoretical guide for smart grid construction that addresses the shared challenges facing humanity.
