Promoting the standardization and legalization of vertical allocation of energy powers is an important measure in the reform of the energy system, which is related to the effectiveness of the construction of a unified national energy market. Electricity powers allocation is a typical example of energy powers, and there are problems in its vertical allocation, such as limited capacity of regional level entities, imbalanced allocation of power allocation content, and insufficient standardization of administrative decentralization methods. It is necessary to improve the vertical allocation of power authority based on the theoretical basis of central and local division of labor, link classification, and legal decentralization logic. Firstly, clarify the main structure of power authority allocation at the hierarchical level, and delineate power and responsibility for central, regional, and local level entities; The second is to clarify the regulatory matters related to the power allocation, distinguishing the allocation of energy powers in the supply, transmission, and consumption processes; The third is to determine the legislative content of laws, administrative regulations, and local regulations in the power regulation system based on the legislative mode of powers allocation.
