Abstract: Amid the wave of the digital age, the "tragedy of the commons" continues to unfold. The industrialized production and rampant spread of disinformation, the deficiency in public rationality and judgment, the alienation of the information market into a battlefield for attention, and the breakdown of consensus mechanisms in a "post-truth" environment collectively contribute to the disorder and distortion of the information ecosystem. At its root lies a profound imbalance within the "trinity" structure formed by technology, capital, and science—manifested by the overreach of instrumental rationality over value rationality in the technological sphere, the erosion of scientific and technological progress by capital expansion in the capital sphere, and the tension between rigid governance systems and the fluidity of technology in the scientific sphere. In response, a shift toward a collaborative governance paradigm for the digital ecosystem is imperative. Specific measures include: deeply embedding ethical considerations throughout the entire lifecycle of technological design; advancing the development of human-machine symbiotic cognitive capabilities; establishing a comprehensive governance logic encompassing preemptive prevention, real-time monitoring, and post-event resolution; clarifying data quality responsibilities to ensure the authenticity of data and information; and improving the autonomous regulations and legal frameworks for generative artificial intelligence. These efforts aim to provide a solid theoretical foundation and practical pathways for fostering a healthy and orderly information ecosystem.
