智能电网产业链尾部风险溢出效应研究—基于气候政策不确定性视角

Research on Risk Spillover Effects at the Tail End of the Smart Grid Industry Chain —From the perspective of climate policy uncertainty

  • 摘要: 在气候危机不断加剧、全球生态压力持续攀升的背景下,研究气候政策不确定性对智能电网产业链尾部风险联动的影响对于防范化解潜在风险、提升产业链韧性具有重要意义。本文首先基于TENET模型测度了我国智能电网产业链尾部风险溢出效应,在此基础上采用TVP-FAVAR模型探究气候政策不确定性对智能电网产业链尾部风险溢出的时变影响及其动态特征。研究发现:智能电网产业链整体关联具有周期性特征,极端事件会使风险溢出发生较大波动;样本期内产业链尾部风险由中上游行业传导至下游行业;产业链内部风险响应机制具有冲击类型依赖特征,需求侧冲击时,产业链尾部风险更易向下游行业聚集,供给侧外生冲击下,更易向上游行业聚集;气候政策不确定性会加剧智能电网产业链尾部风险溢出,且表现出随时间变化的动态特征。

     

    Abstract: Against the backdrop of an escalating climate crisis and mounting global ecological pressures, studying the impact of climate policy uncertainty on risk contagion within the downstream segment of the smart grid industry chain is of great significance for preventing and mitigating potential risks and enhancing the resilience of the industry chain. This paper first uses the TENET model to measure the risk spillover effects at the tail end of China’s smart grid industry chain. Building on this, it employs the TVP-FAVAR model to investigate the time-varying impact of climate policy uncertainty on risk spillover at the tail end of the smart grid industry chain, as well as its dynamic characteristics. Research has found that the overall interconnections within the smart grid industry chain exhibit cyclical characteristics, and extreme events can cause significant fluctuations in risk spillover; During the sample period, risks at the lower end of the industrial chain were transmitted from the mid- and upstream sectors to the downstream sectors; Risk response mechanisms within industrial chains exhibit a dependency on the type of shock: during demand-side shocks, risks at the tail end of the industrial chain tend to concentrate in downstream sectors, whereas under exogenous supply-side shocks, they tend to concentrate in upstream sectors; Uncertainty in climate policy can exacerbate risk spillovers at the lower end of the smart grid industry chain and exhibits dynamic characteristics that evolve over time.
