Abstract:
From the perspective of the institutional normative system for the Party's self-reform, this paper explores three practical paths to elevate the institutional execution capacity of implementers. Party members and leading cadres constitute the core implementers of this institutional normative system. Three dimensions determine the improvement of its execution capacity: willingness to implement institutions, capacity to implement institutions, and institutional implementation environment. Accordingly, we can strengthen implementation willingness by deepening institutional cognition, advancing value integration, and fostering confidence in implementation; boost implementation capacity through refining psychological quality, enriching cultural literacy, and upgrading professional expertise; and optimize the implementation environment by cultivating a sound institutional implementation culture featuring integrity and upright conduct and building a scientific and efficient guarantee system for institutional enforcement. These measures will continuously enhance implementers' institutional execution capacity, facilitate the transformation of the institutional normative system for the Party's self-reform from written provisions into governance practices, further advance full and rigorous Party self-governance in depth, and consolidate the Party's governing foundation.
