Abstract: Spontaneous order is a force constructed on local customs and traditions, which regulates the behavior of villagers in the long-term development of rural society and forms the structure of rural society. It plays an important role in the development of rural society as it conforms to the general wishes of villagers. However, in the transformation of rural society, this existing natural order is being replaced by a new spontaneous order, and materialized values are replacing the rural order centered on moral values, posing challenges to the development of rural culture. In order to uphold rural culture based on moral values, it is necessary to add legal and moral order to the spontaneous order, correct the spontaneous order, expand the development space of rural culture, and explore new paths for the development of rural culture, including expanding rural public spaces based on rural economic development, improving the rural governance system that integrates "three forms of governance", promoting cultural education and enhance cultural outreach, and telling rural cultural stories through short video platforms, and cultivating public awareness among rural social entities. At the same time, some issues need our attention, namely distinguishing between rural new rich and rural elites, and emphasizing the role of cultural capital in cultural development, awakenig the cultural identity consciousness of villagers and expanding rural public cultural spaces.
