Abstract:
Electricity consumption inspection refers to the conduct of power supply enterprises in inspecting users' safe electricity use, orderly electricity consumption, electricity theft, and related matters. It does not include users' inspection of their own electrical facilities or the inspection of users' electricity consumption behavior by electric power administrative supervision and management departments. The nature of electricity consumption inspection constitutes a civil right rather than an administrative duty, nor does it constitute a civil juristic act or civil obligation. In cases where a user's electrical facilities cause damage to others, power supply enterprises should not bear compensation liability merely because they failed to inspect the user's electrical facilities. However, when a user's illegal electricity consumption behavior leads to electric shock damage to other users' electrical facilities, power supply enterprises should bear liability for damage compensation.
