Abstract:
Regional emergency governance is the key to deal with the cross-border nature of public crisis, and regional emergency cooperation agreement is the institutional guarantee for its stable operation. Based on the dual model of “legal assistance” and “legal collaboration”, China’s inter-regional emergency governance should form an institutional synergy to create a new situation of sharing, common governance and win-win situation. Although “legal collaboration” has become the trend of regional emergency governance, problems still exist such as legal positioning gap, rough design of operation mechanism, dislocation of horizontal compensation mechanism and barriers to information sharing. Through precise analysis of the root dimension, political dimension, system dimension, and organizational dimension, we can highlight the characteristics of flexibility, professionalism and sustainability, and realize the legalization, institutionalization, and accountability of regional emergency cooperation agreements.
