Abstract: The construction of a new model of shared government services is to achieve equal dialogue and interaction between the government and the people to create the value of government services. Service innovation as an important way to accelerate the realization of service value co-creation will also significantly affect the common construction and sharing of government services. This study is based on a questionnaire survey in Hebei Province, and the empirical analysis using AMOS24 software found that in the construction of digital government, online and offline compatibility significantly and positively affects the innovation performance of government services.bureaucratic culture significantly and negatively affects the innovation performance of government services. Meanwhile innovation performance plays a mediating role in the significant impact of digital government, online and offline compatibility, and bureaucratic type culture on shared governance and government services.
