Abstract:
China's photovoltaic (PV) resources are unevenly distributed and far from load centers. In order to promote the optimal allocation of PV resources in a wider range, cross-provincial and cross-regional power trading has become one of the important means to improve the PV power consumption and solve the contradiction between the reverse distribution of power generation resources and load centers. We analyze the current situation of PV power generation in China and sort out the policy of cross-provincial and cross-regional power trading mechanism. Problems such as the clean energy value of PV power is not fully considered, the related cost changes not effectively transmitted to prices, the transaction barriers formed by differences in trading rules between provinces and regions are difficult to break, the imbalance between power supply and demand at the transmitter and receiver ends leads to the problem of "upside down" contradictions at both ends, and green certificate market, consumption market and other supporting policies need to be improved still exist in the existing cross-provincial and cross-regional trading price mechanism. And then the optimization suggestions for promoting PV cross-provincial and cross-regional power trading are proposed in clean energy value considerations, trading variety design, market supervision and management, and supporting policies.
