建党百年的劳动政策演变基于政府与市场关系的认识视角

Evolution of Labor Policy in the Centenary History of the CPC: Based on the Epistemology of the Relationship Between Government and Market

  • 摘要: 中国共产党对政府与市场的关系认识历经政府决定论、市场利用论、市场基础论和市场决定论四个时期,劳动政策也经历了“阶段性”“双轨制”“市场化、契约化、法治化”和“弹性安全”的发展演变。百年实践表明,有什么样的政府与市场关系就有什么样的劳动政策。为创新劳动政策以顺利构建新发展格局,研究认为在坚持党的领导下正确认识市场地位是厘清政府与市场关系的逻辑起点、推动有效市场与有为政府结合是劳动政策制定的路径依赖、促进劳动政策系统完备是劳动关系高质量发展的出路选择。

     

    Abstract: The CPC’s understanding of the relationship between government and market goes through four periods: the government determinism, the market utilization, the market basis and the market determinism. Accordingly, Chinese labor policy also goes through four stages of evolution: the marketization by phases and dual track system, contractualization, legalization and the flexicurity. The evolution of labor policy in the centenary history of the CPC shows that the relationship between government and market determines the labor policy. In order to build the new development pattern we should innovate the labor policy. Firstly, upholding the leadership of the CPC is the fundamental guarantee for the cause of socialism with Chinese characteristics. Secondly, correct understanding of market position is the logical starting point of clarifying the relationship between government and market. Thirdly, promoting the combination of the efficient market and the promising government is the path dependence of labor policy making. Lastly, promoting the perfection of labor policy is the main way to develop labor relationship with high quality.
