基于SIENA方法的省域低碳经济空间关联网络演化态势研究

Research on the Evolution Situation of Provincial Low-Carbon Economic Spatial Correlation Network Based on SIENA Method

  • 摘要: 为探究“碳中和”目标下我国实现经济发展深度脱碳转型升级的可行路径,本文在构建低碳经济发展水平和技术创新能力评价指标体系的基础上,进一步构建省域低碳经济空间关联网络,运用网络动力学分析领域的SIENA方法,探析在省域低碳关联网络历时态演化中的结构效应、行动者个体属性效应及技术创新能力的影响下,低碳经济发展的资源配置路径及整体空间关联网络的演化态势。研究结果显示:2006—2016年,低碳经济发展资源的流动存在显著的政策驱动惯性,我国东部省域的“极化”效应与“回波”效应有效提升了省域低碳经济发展的总体水平;省域之间的低碳经济发展资源配置路径存在显著的社会邻近和地理邻近偏好,技术创新能力的提升推动了低碳经济空间关联网络的拓展,其中企业创新积极性是提升省域低碳发展资源吸纳能力的关键要素。总体而言,省域技术创新能力与低碳经济关联网络在现阶段存在着协同演化态势,但中部地区在低碳发展关联网络中的资源传递中介作用尚未充分发挥,西部地区各省域存在显著的地理邻近偏好,在一定程度上加剧了我国低碳经济发展的马太效应;空间关联网络的结构洞效应显著,当前应加强省域低碳经济发展的顶层设计,推动沿海地区牵头开展减碳技术的自主研发,同时在中部地区培育次级低碳经济增长极,有序扩大东部地区低碳经济发展溢出效应的影响范围。

     

    Abstract: In order to explore the economic development path of China’s deep decarbonization transformation and upgrading under the goal of “carbon neutrality”, index systems were built to evaluate the provincial low-carbon economic development level and technological innovation capabilities, and effect function of network structure and individual attributes were built as influencing factors. After using the RSIENA method to analyze the network dynamics, it is found that the “polarization” and “echoes” of low-carbon development resources in the eastern provinces from 2006 to 2016 have effectively improved the overall development of China's low-carbon economy. There is a significant preference for social proximity and geographical proximity in resource allocation paths between provinces. The improvement of technological innovation capability has promoted the expansion of the low-carbon economy network, and enterprise innovation enthusiasm is the key to improving the province’s ability to absorb low-carbon development resources. In general, there is a co-evolution trend between the provincial technological innovation capability and the low-carbon economy network at this stage, but there are also several problems: the mediating role of resource transmission in the central region has not been effectively played, and the western provinces have a significant preference for geographical proximity, intensifying the matthew effect in the development of China's low-carbon economy. The overall network connection is becoming more and more loose, the structural hole effect is significant, and the cost effect of resource allocation is increased. The technology spillover effect between provinces will further promote the inter-regional transfer of primary industries, and the phenomenon that high-carbon production is exchanged for economic development need to be vigilant. In the current state of provincial spatial linkage, the stock of innovative resources in low-gradient areas have not yet increased, and the polarization of technological innovation capabilities between provinces is still expanding.
