非线性公共危机治理中的组织创新

Organizational Innovation in Non-linear Public Crisis Governance

  • 摘要: 人类面临的公共危机从农业社会时期的静态偶发到工业社会时期的线性频发再到后工业社会时期的动态非线性频发,标志着人类社会进入到了风险社会。无论是单纯依靠政府科层制式的组织形式还是上世纪末以来兴起的多元治理组织模式,在治理非线性公共危机时都面临着瓶颈。组织创新是非线性公共危机治理的重要保障。非线性公共危机应对过程中需要在组织速度、组织广度、组织精度和组织整合度方面提升组织效能。非线性公共危机治理的组织创新策略包括:(一) 组织类型创新;(二)组织功能创新;(三)组织结构创新;(四)治理主体内部创新;(五)治理主体组合创新;(六) 组织过程创新;(七)运用先进技术提升组织效能;(八)危机领导力提升。

     

    Abstract: The characteristics of public crisis that the mankind faces, from the static occurrence in agricultural society to the linear occurrence in industrial society to the dynamic non-linear occurrence in Post-industrial society, indicates that the mankind society has entered the risk society. The governance of non-linear public crisis are faced with bottlenecks whether it is simply relying on the government bureaucracy or the multi-governance organizational model since the end of the last century. Organizational innovation is an important guarantee for non-linear public crisis management. In the process of dealing with non-linear public crisis, it is necessary to improve the organizational efficiency in the aspects of organizational speed, organizational breadth, organizational precision and organizational integration. The organizational innovation strategy of non-linear public crisis governance includes innovation of organizational type, innovation of organizational function, innovation of organizational structure, innovation of internal governance subject, innovation of governance subject cooperation, organizational process innovation, application of advanced technology to enhance organizational effectiveness and enhancement of crisis leadership.
