Abstract: Through the exploration and guidance of the governance theory of various risk social theorists, various countries in the world have launched the model exploration and action practice of risk social governance. This paper focuses on the systematic review and high generalization of the effective practical experience and governance mode in the international community and the unique risk management of China, the former mainly includes open politics, the citizen participation form and risk culture, in the form of big data and expert system model, system and technique of the model; the latter is embodied in the system of public participation, legal regulation, risk culture, national suffering consciousness, big data and expert technical system, etc., and make explanation on the pros and cons of these risk management experience at home and abroad. The comparative study on the basis of the Chinese and foreign experience explores a new mode of risk management in the future and the effective governance of the risk for our country, which provides benefits of the blueprint and and provide experience for reference.
