Abstract: The issue of global climate governance is related to complicated international political and economic game. Therefore, the progress of the negotiation has twists and turns. As for the research of the benefit distribution, not only economic competitiveness, but also legal basis need to be analyzed so as to figure out the reason of benefit gambling and provide the legal basis of climate policy. Therefore, this paper adopts the research method of the economics of law and combines with the actual situation to analyze the benefit gambling of climate governance. Lastly, according to research conclusions, this paper tries to put forward some solutions.
