Abstract: To take comprehensive steps to establish the Ideology and Politics System of Universities is the basic requirement and practical need for strengthening and improving the ideological and political work in the new era. Colleges are the basic unit of Universities. Integration of the Ideology and Politics System of colleges is related to the ultimate effect of the ideological and political work in universities. In the process of constructing the two-level system of colleges and universities, it is necessary to grasp three groups of relationships of vertical transmission, horizontal coordination and same-directional integration, which will improve the integrity, systematicity and synergy of the two-level system.
