Abstract: The report of the 19th national congress of the communist party of China pointed out that China's economy has shifted from a stage of rapid growth to a stage of high-quality development. Structural challenges such as severe international pressure and regional imbalance in China's industrial economic transformation are identified and analyzed through the framework of state governance. In view of the current complex international situation and economic environment, it is necessary for China to follow the new concept of development, take supply-side reform as the main line, carry forward reforms to streamline administration, delegate powers, and improve regulation and services, and improve the institutional system that are compatible with the modern economic system. It should continue to promote structural reform and optimize the market environment guided by the needs of market subjects. At the same time,it is indispensable to introduce measures to increase opening-up step by step, participate more actively in global economic governance, and deeply integrate into the world economic system, so as to make full use of the international and domestic markets and resources to promote a high-quality transition in the industrial economy.
